Before you call at the United Kingdom
Pre-arrival reporting
The United Kingdom uses the Consolidated European Reporting System (CERS) for pre-arrival reporting, CERS is managed by the UK Maritime and Coastguard agency. Vessels are required to provide information regarding vessel particulars, voyage details, waste, bunkers, hazardous materials and security. Information can be submitted to CERS via system to system, online input or service provider.
Please see - https://www.gov.uk/government/publications/the-cers-workbook
Please see pre-arrival information of individual ports for more details.
Rules in port
In the EU, SOx emissions from ships are regulated by Directive (EU) 2016/802, known as the 'Sulphur Directive'.
Since 1st January 2015, stricter sulphur limits for marine fuel in Emission Control Areas (ECAs) apply (0.1%) as well as in sea areas outside ECAs (3.50%). In addition, a 0.1% maximum sulphur requirement for fuels used by ships at berth and anchorages within port limits was introduced in EU Ports from 1st January 2010. Furthermore, passenger ships operating on regular services to or from any EU port should not use marine fuels if their sulphur content exceeds 1.50% in sea areas outside the ECAs.
From 1st January 2020, ships operating outside of Emission Control Areas should not use marine fuels if their sulphur content exceeds 0.50%.

The UK Department for Transport (DfT) is proposing, in line with EU regulations associated with the ISPS Code, to extend maritime security requirements to ships operating in domestic service and to port facilities serving them. The requirements would be based on those applicable to sea going vessels and generally would apply to domestic ships operating in 'sea areas', and which carry over 12 passengers or are over 500GT. Sea going ships which are certified to carry more than 250 passengers and tankers, especially those carrying oil and gas products, are considered as having the potential to be a target for attack.
