Approach

The approaches into Iskenderun Gulf and departure can be made without difficulty.

Traffic schemes and VTS

At the entrance to the Iskenderun Gulf there is a Gulf Control radar station but this is not always on watch. A vessel may be called on VHF Ch 16 by the radar station when entering or leaving the gulf.

Anchorages

Information on best locations for anchorage will be given by pilot station.

Tugs

Tugs are used at the discretion of the Master and pilot. One tug used for vessels between 2,000-5,000GT and 2 tugs for vessels greater than 5,001GT. There are 3 x 2,600hp and 1 x 1,200hp tugs available.

Mooring

Rubis Terminal: A minimum 11 lines are required for berthing. Towing wires with SWL of 50t and 32mm diameter will be provided.

There must be sufficient ship's crew together with an officer in charge to assist in all operations advised by the terminal representative. These operations include lifting, connecting, disconnecting and lowering of hoses back to the water in addition to mooring, unmooring and attending to moorings.

Botas Dortyol Terminal: Mooring tandem - Vessel use both anchors and have 8 ropes on poop deck. The terminal is equipped with automatic quick release mooring hook for emergecy departure. The mooring hooks capacities are 4 x 100t and 4 x 50t.

Night Berthing/Unberthing: Rubis Terminal berthing can be carried out during the daytime only, but tankers may leave the terminal at any time day or night. Botas Dortyol Terminal berthing may be carried out daylight only 0630-1800hrs, but tankers may leave the terminal at any time day or night. Notice of readiness

As there is no mooring/unmooring after dark, NOR is to be tendered between 0700-1700hrs from May 1 to Oct 31 and 0800-1600hrs from Nov 1 to Apr 30.

Documents

All vessels carrying dangerous cargoes must include a "Signed Certificate or Dangerous Goods Notification Document". In certain instances special certificates and documents will be required including an air abrasion certificate, a certificate that excludes the substance, material or object from the provisions of IMDG (see separate entries for charcoal, fish food, seed meal, etc.) and a notification by the competent authority of the country of origin on the approved Classification and transport conditions, for new self-reactive substances and organic peroxides or new formulations of currently assigned self-reactive substances and organic peroxides.

Health

Free pratique is not granted by radio or other means but only after the vessel has been boarded by the Sanitary Officer.

Customs and immigration

Customs Allowances: Onboard each crew member may hold 200 cigarettes and 1 open bottle of wine/spirits. Crew members may only take 40 cigarettes ashore.

Notices and regulations

Vessels should obtain clearance at Iskenderun before proceeding to the terminal.

The following signals must be shown when the vessel is in port:

By day: Code flag "B" of the International Code of Signals;

By night: One red light visible all around the horizon.

Note: Greek Cypriot vessels are not authorised to call at the port.

Smoking: Strictly prohibited on vessels alongside. The only exception are enclosed spaces on board specifically designated by the master and loading master as "Smoking Areas".

Drugs/Alcohol: Drugs are strictly prohibited by Turkish Law. All operations will be ceased in the events that the actions of a person(s) are not under proper control as a result of the use of alcohol and/or drugs. Operations will only resume when the matter has been fully reported and investigated by the relevant authorities and the company believe it is safe to resume.

Emergency signals: In the event of an emergency there are two confirmed signals, shore will be a sound of a siren and aboard will be intermittent sound of long blasts on a vessel's whistle.

Tank Cleaning: All tank cleaning operations are prohibited during the vessel's stay alongside (Botas Dortyol Terminal). Tank washing and gas freeing of the cargo tanks is not permitted at the Rubis Terminal, unless without prior written approval from the terminal.

Cargo operations: Loading, ballasting or deballasting of cargo tanks must be conducted in a closed mode. The gas displaced by the incoming cargo must be vented to the atmosphere via the vent risers or through valves (high/constant velocity). All vessels using an inert gas system must have the system fully operational and producing good quality inert gas. If the vessels is in gas free condition before arriving at the port then the tanks must be inerted to berthing. It is noted that if the I.G. Plant is unable to maintain an oxygen content below 8% in the cargo tanks then the cargo operations will be prohibited. It is also shown that in the event of a failure of the Inert Gas System then it is of the responsibility of the Master to suspend operations and notify the respected Loading Master immediately.

COW: Available alongside berths at the Botas Dortyol Terminal noted that there is a prior approval. Vessels with an inert gas installation may perform a crude oil washing under the following conditions:

a. The I.G. supply line, the O2 content in the supply line should be kept below 5%.

b. Oxygen percentage in the cargo tanks not to exceed 8 % (vol.)

c. Pressure of inert gas in cargo tanks not less than 250 mm W.G. to prevent any entry of air.

In the event that the inert gas supply rise above 5%, crude oil washing must be suspended until the quality of the gas improves.

Ballasting: Precautions must be carried out including the following:

a. Tanks to be ballasted will be only segregated ballast tanks or dedicated clean ballast tanks or crude oil washed tanks.

b. Crude oil washed tanks must be properly drained and stripped.

c. Before ballasting all cargo pumps and crude oil lines must be drained.

d. A tank cleaned via crude oil washing and not through water is regarded as a dirty ballast.

Note: Botas Dortyol Terminal is equipped with ballast reception facilities. The total capacity of shore tanks is 6,000m³. There are no non-return valves fitted in ballast line and as a result the ship's manifold valves must not be opened until an adequate pressure has developed by the pumps.
