Approach

updated Mar 2021

Approach

There are two approach channels in use to Wenzhou, the Shatou Channel to the NE of the port restricted to 5,000DWT vessels and to the E of the port is the Huangdao Channel which can take vessels up to 20,000DWT. The port is approached through the Wenzhou Wan and entered through Bei Shuidao, then a buoyed channel leads to Oujiang Beikou.

Min depth in Huangdao Channel is 4.5m and in the Laohuyan Channel is 3.0m, plus the height of tide.

Port limits

The dividing line between the inner and outer harbour area is between Wenzhou Jiao (27°58.9'N 120°57.4'E) and the E end of Lingkun Dao. The outer port area includes much of Leqing Wan and the anchorages therein.

Traffic schemes and VTS

Vessels with draughts greater than 4.0m must await the tide before entering Oujiang Beikou.

Max speed in the river W of Lonwan is 10kts with the stream and 8kts against; W of Yangfushan Wharf the limit is 8kts with the stream and 6kts against.

Vessels over 1,000DWT are not permitted to overtake when passing any construction work or in restricted parts of the river. Nor are they allowed to pass in these sections. Vessels with the stream have right of way. Vessels should avoid overtaking, but where necessary, the overtaking vessel must obtain permission from the vessel to be overtaken, and that vessel shall yield right of way until passed.

Restrictions

Wenzhou Port: All vessels entering/departing should wait for tide. Vessels up to 7.0m draught can arrive/depart on local HW. Vessels up to 8.5m draught can arrive/depart only on spring tide.

Large vessels cannot sail after sunset.

Wenzhou Great Bridge: Crosses Qidutu Island, airdraught limitation of 29.0m with draught of 5.5m at Inner Channel depth of 1.8m, after discharge, if the vessel berths at Yangfushan Wharf.

Tugs

There are 8 tugs available, 3 x 3,400hp, 3 x 600hp, and 2 private tugs. (Wenzhou Port Group has 4 tugs available, 1 x 3,200hp, 1 x 3,400hp and 2 x 4,000hp. )

Mooring

Vessels usually berth port side alongside Qili wharf. Longwan and Yangushan wharves are berthed starboard alongside.

Reporting before arrival

updated Aug 2010

ETA and pre-arrival notices

The Master should advise the vessel's ETA to the state agent, or through the local agent to the state agency, 72, 48 and 24 hours prior to the vessel's arrival at the pilot station. The ETA message should include the time and date of the vessel's arrival and sea/fresh water draughts.

If there is any dangerous cargo onboard, the Master should also report details of that cargo including description, packaging, IMO code and gross/net weight.

Should the vessel's ETA or other circumstances change, prior to arrival, the Master should send further messages.

Communications

Vessels calling at Chinese ports are recommended to use Shanghai Radio (callsign "XSG") and Tianjin Radio (callsign "XSV") for passing messages at long range. Both stations work throughout 24 hours. Inmarsat communication is possible through Shanghai.

VHF: Harbour Master: Ch 16.

Harbour Office: Ch 13.

Penavico: Ch 11. All monitored throughout 24 hours.

Standard messages

The vessel's agent will send instructions to inbound vessels through the coast radio station being used or via Inmarsat. The instructions usually include the time and position of the pilot boarding. The Master is required to confirm receipt of messages to avoid delays to the vessel.

Notice of readiness

Normally NOR should be tendered according to the relevant clause in the Charter Party. If there is no special clause then it should be tendered according to the actual working hours of the port.

Documents

Note: In the above table LA = local agent, IM = Immigration office, CH = Customs House, QI = Quarantine Inspection office, AP = Animal and Plant Inspection office, HM = Harbour Master.

Health

Once the vessel arrives in port, the Quarantine officer boards to carry out an inspection.

Before pratique is granted, the vessel must fly the Interco "Q" flag and no crew are allowed to proceed ashore.

Ship Sanitation and Ship Sanitation Exemption Certificates can be renewed in all Chinese ports licensed for handling international vessels.

Customs and immigration
