If a vessel is transporting animals and these have died or become seriously ill during the voyage, this fact must be notified to the harbour authorities. The discharging of animals must not be commenced before the City Veterinarian or another official competent in relation to animal diseases has issued instructions as to how this is to be carried out.

Notices and regulations

Vessel notification: Advance notification of a vessel as well as notification of its arrival/departure must be given on a form certified by The National Board of Navigation and the port or as an equivalent approved EDI message.

Dangerous cargoes: Twenty four hours before the arrival of a vessel in the harbour area, the harbour authorities must be given a written report of any substances included in its cargo which, by virtue of their explosiveness, flammability or other similar properties are to be regarded as dangerous and which are stipulated in the International Maritime Dangerous Goods (IMDG) Code drafted by the International Maritime Organisation (IMO).

Passenger vessels: The timetables of passenger vessels and any changes to such timetables must be notified to the harbour authorities in good time before the commencement of traffic or the adoption of amended timetables. Traffic can commence only when the harbour authorities have accepted the timetables.

Arrival in harbour and berth allocation:

Speed: A vessel's speed within the harbour area is to be regulated taking conditions, location and the vessel's design into consideration in such a way that nobody is caused harm, inconvenience or danger. Particular caution must be observed in crossing the routes of ferries and when passing in the vicinities of water construction sites, dredgers, deeply laden lighters and barges, timber rafts and boat jetties.

Moorings: A vessel must be moored or anchored in the place indicated by the harbour authorities and may not be moved to another location without their consent. The principle in allocating berths shall be that vessels are entitled to obtain berths in the same order as they arrive in the harbour area. However, this may be deviated from in that a certain vessel, shipping line or traffic service is allocated privileged access to a reserved berth by resolution of the harbour authorities or by special agreement. The Master of a vessel must, at any given time, be aware of the water depth of the berth at which his vessel is located.

When mooring a vessel alongside a quay and when casting off as well as while moored, due caution must be observed to prevent damage to the quay or to cranes on it and if necessary, tug assistance must be utilised when the vessel is being moored or let go.

Permission must be obtained from the harbour authorities to moor or cast off the vessel.

When moving in the inner harbour or the channels, harbour authorities traffic instructions must be followed.

At those quays or sections of quays whose foundations are not capable of withstanding the currents caused by a vessel's screw, the harbour authorities may prohibit the use of screws and require the use of a tug.

The use of an anchor is prohibited on the quayside without authorisation from the harbour authorities.

While alongside the quay, the vessel must use adequate fenders. Gangways and ship's ladders must be fitted with handrails and protective netting and must be kept lit during the hours of darkness. Other equipment projecting beyond the sides of a vessel must be so placed that it does not obstruct operation either on the quay or on the seaward side of the vessel.

The screw of a vessel docked to a quay may only be used on low speed testing while the vessel is preparing to depart, unless a different agreement has been reached with the harbour authorities.

A vessel must be moved to another berth if so ordered by the harbour authorities.

A vessel in the harbour area, which is not laid up, should have sufficient crew onboard to permit its being moved should the need to do so arise. An exception to this requirement may be granted by the harbour authorities.

Emergency towing: To provide for towing in an emergency, a tanker transporting a dangerous substance, and if the harbour authorities so order, any other vessel, must put out two lines after it has made fast; one from the stern and one from the bow. These lines must hang from the seaward side of the vessel in such a way that their eyes are close to the surface of the water.

Lay up vessels: The harbour authorities' permission must be obtained to lay up a vessel in the harbour.

The vessel must be moored in the place specified by the authorities and in the manner approved by them. The owner of the vessel must ensure that its mooring equipment is always in good condition.

The owner or agent of a laid-up vessel must entrust it to the care of a reliable person, whose name and address must be notified to the harbour authorities.

When dangerous substances are being discharged or loaded, the Master of the vessel or the person in charge of the goods must, should the harbour authorities so demand, arrange at his own expense to have the goods adequately guarded and to take any other security measures. When necessary, the entry of unauthorised persons to the discharging and loading area is to be prohibited by means of signs and prevented by means of suitable barriers.

When liquid fuels are being discharged from or loaded into tank vessels, the regulations promulgated separately in this connection must also be observed.

If the presence of vermin is detected in a cargo, discharging or loading must be interrupted immediately. The Master of the vessel shall be obliged to notify the matter to the harbour authorities, who shall immediately report it to the municipal health authorities for appropriate action.

Explosives and radioactive substances must not be stored in the harbour area unless specifically authorised by the harbour authorities or permitted by virtue of an Act of Parliament or decree, on unless a permit has been granted on such a basis. Regulations on the transportation of waste through the harbour area have been separately promulgated.

Safety Regulations: If a vessel contains easily flammable cargo or if such cargo is stored on the quay near the vessel, the use of naked flames or repair work which produces sparks and smoking is prohibited on its decks and external superstructures as well as on quays and the water in its vicinity.

The venting of any of a vessel's tanks which have contained flammable substances shall be prohibited unless the harbour authorities have granted their permission. Regulations dealing with the earthing of tanker vessels have been separately promulgated.
