  1. Savona pilot boarding Pilot boards44°18.5′N 008°31.6′E

Pilot boards 1.0nm off the mandatory pilotage area.

Quiliano Terminal: Pilotage is compulsory. Vessels should send ETA on departure of last port of call, 72, 48 and 24 hours in advance. Any change in the ETA of greater than 12 hours should be notified. Contact should be established on VHF Ch 13 with the pilot station at Savona 3 hours prior to arrival. The pilot boarding position is 44°17.0'N 008°30.5'E, approx 2nm S of Savona Harbour. Vessels will be boarded by the harbour pilots and the Quiliano Marine Terminal Supervisor off Savona Harbour breakwater or at anchorage. Berthing will take place during daylight hours only.

Two pilots are normally provided. One is in charge of piloting and the second, with less seniority, is on deck advising the officers and crew performing the mooring operation. The pilots bring with them their own VHF sets with which to communicate with tugs, mooring boats, and shore.

Pilot ladder: Ships are requested to have a proper pilot ladder securely rigged and long enough to reach the pilot launch. During periods of darkness, adequate light must be rigged overboard for the pilot to approach the side of the ship and climb the ladder safely. If the ship freeboard exceeds 9.2m the pilot ladder must be rigged in conjunction with the accommodation ladder.

Accommodation ladder: When the ship is berthed, the accommodation ladder on starboard side is requested by port authorities to be kept positioned 1.0m above sea level. In addition, the terminal requires the vessel to prepare the combination ladder on the port side so that it is available at all times during discharging operations.

Status of ship equipment: The master of the ship shall notify the pilot and SMTS of any special conditions, difficulties or peculiarities, such as defective equipment, lines or gear, which might impose special hazards in connection with handling, mooring or discharging the ship.

There must be a fully documented passage plan, approved by the master covering all details of the voyage, both at sea and in port, including when a pilot is aboard. Special attention should be given to the in port passage plan and the integration of the pilot into the Bridge Management Team.

It is required that ships test steering gear, engine room telegraph, whistle and all navigational equipment before any manoeuvre to or from the berth. The pilot will decline to moor ships if they are not equipped with satisfactory equipment, lines, gear, etc.

Approach

updated Jan 2013

Approach

Approaches are made from the E, through Rada di Albisola. The port is entered NW or SE of Molo Frangiflutti (44°18.9'N 008°30.0'E).

Bacino di Savona is protected from the SE by Nuovo Molo Frangiflutti, the outer mole, which extends 0.7nm NE from Punta Sant' Erasmo. A light is exhibited from a red pillar on a pedestal 5.0m in height at its head. Molo Frangiflutti is situated 0.15nm NW of the new outer mole and runs parallel to it. Its extremity is marked by a light structure (red metal column on pedestal) 5.0m in height.

Anchorages

Between Oct 1 and May 14, anchorage off Porto di Savona is forbidden N of the latitude of the head of Molo Frangiflutti. Between May 15 and Sep 30, anchorage is forbidden E of the meridian of the light structure on Molo delle Casse.

A submarine outfall pipeline extends 0.2nm SE from Punta Sant' Erasmo, anchoring is prohibited within 100m of this outfall.

Prohibited anchorages: Anchorage is prohibited within areas within 1nm radius centred on Nuova Molo Frangiflutti Light (44°18.4'N 008°30.3'E). Also within areas protecting submarine pipelines extending from the coast at Punta San Erasmo, Capo d'Albisola and Punta di Celle; respectively 0.7nm SW, 1.25nm and 2nm NE of Nuovo Molo Frangiflutti Light.

Outer anchorage area: Cargo vessels can obtain anchorage in depths of 15.7-68m, good holding ground, within Anchorage Area No 2, which lies approximately 1nm, S of Savona. Alternatively, between Oct 1 and May 31, cargo vessels may obtain anchorage in depths of 34-65m, good holding ground, within Anchorage Area No 1, 2nm NE of the harbour. Mariners should note that tankers and vessels with dangerous cargoes are prohibited from using these anchorages.

Outer anchorage berths: Two deep water anchorage berths for cargo vessels lie 1.25nm offshore, SE of Savona, in depths of 54-80m.

Restrictions

Night entrance is considered in each case depending on type of mooring and vessel's draught. At Savona berths, vessels on max draught berth in daylight at high tide only.

Tugs

Eight tugs available of 1,250-3,000hp capacity.

Quiliano Terminal: 4 tugs available, min of 3 will be used having a min of 2,000hp each.

Mooring

Simultaneous ballast capability: All vessels must be capable of simultaneous ballasting and cargo discharge in order to minimise the exposed wind area of the vessel while moored.

Vessel rejection: If in the opinion of the harbour pilot of the Quiliano Marine Terminal Supervisor, the vessel is not equipped with adequate mooring facilities, lines or gear, he will so inform the vessel's master and in such event the ship will not be brought into mooring until facilities, lines or gear, are deemed satisfactorily.

SARPOM Marine Terminal Supervisor: The ship is boarded before the beginning of mooring operations by a Quiliano Marine Terminal Supervisor who is an experienced master. He remains onboard up to the end of the unmooring operation and acts as coordinator for all ship/shore operations. He also provides local advice to the master should any emergency arise while at berth. Ship/shore communications with Terminal Control Room are by portable VHF radio units used by the Quiliano Marine Terminal Supervisor and the mooring crew only.

Berthing approach: Berthing is limited to daylight hours due to unavailability of mooring crew and tugs.

All manoeuvring of ships proceeding to, and within the SBM limits must be done in accordance with the harbour pilot's advice. Vessels will proceed subsequently to Vado Bay on a course parallel to the coast, approx 1.2nm from the shore, up to the terminal area.

A starboard turn will be taken, steering on the approaching range line, leading to the mooring buoys. Another range line, crossing with the above line, marks the position where the starboard anchor should be dropped. With the assistance of 4 tugs, the ship continues its starboard turn, drops her port anchor and backs into the berth. A yellow spar buoy is provided to mark the position of the subsea manifold. The Quiliano Marine Terminal Supervisor will give measurements to spar buoy for final positioning. Tugs are stationed close within Savona and Vado Harbours and are also used for unberthing and for emergencies.

Running of lines: The arrangement of mooring lines and preventers, and the sequence of mooring operations that will take place will be agreed between master, harbour pilot and terminal supervisor. A mooring plan is provided to facilitate and document the agreement on mooring. Vessel must be moored to the entire satisfaction of the pilot and Quiliano Marine Terminal Supervisor.

Self Tensioning Winches: Vessels fitted with self tensioning winches must put on manual brakes.

Steam for Winches: Steam must be kept on deck at all times in case an adjustment to anchor chain or vessel's mooring lines is necessary.

Status of mooring: The safety of the moored vessel is the master's responsibility under all circumstances. However in order to ensure safe cargo handling and avoid damage to the terminal installation, the terminal supervisor will check the vessel's moorings periodically and when found unsatisfactory, will request the master to correct or adjust the moorings. In extreme cases the terminal supervisor may decide to suspend the cargo discharge.

Cargo hose connection/disconnection: Raising, connecting, disconnecting and lowering of the hoses will be performed by shore personnel (normally 6 men), who will remain onboard throughout discharging operations.

Vessels crew is required to assist shore personnel by handling the boom winch and should carefully inspect their hose boom equipment before arrival.

Notices and regulations

There is a speed limit of 6kts within the port.

Sailing vessels are permitted to navigate under sail within the port to and from their berth only.

The movement and operation of all tankers within the port are strictly controlled, including the testing and trials of ship's equipment. In addition there are strict controls on transhipping and lighterage involving oil or oil products.

Quiliano Terminal:

Vessel turnaround: The vessel turnaround should be as short as possible. Delays caused by vessel equipment malfunction or vessel operation not associated with cargo discharge may result in charges being levied against the vessels owner by the Chartering Party. The time sheet should be accurately filled out by the terminal supervisor and signed by the vessel's master. The time sheet will form the basis for any demurrage or delay claims.

Launch Service/Shore Leave: Launches are based at the Enel Basin (located about 1nm NW of berth) and make regular runs to tankers berthed at SARPOM's berth. During bad weather, launch service is provided from Porto Vado. Regular watch for launch services is constantly maintained on Ch 13 (Call "Porto Vado Quarta"). During discharge operation launch service is compulsory every 2 hours.

Vetting: With a view to reduce fatigue of master, Officers and crew while carrying out commercial operations, only one vetting inspection is allowed onboard while the vessel is berthed.

Discharge Procedure: The procedures for the intended operation must be pre-planned. They must be discussed and agreed upon by the ship and terminal supervisor prior to the start of the operations. The agreed arrangements shall be recorded on the Cargo Discharge Plan contained in the Appendix. The form shall be signed by a responsible vessel's officer and the terminal supervisor. Any change in the agreed procedure that could affect the operation must be discussed by both parties and agreed upon. After agreement has been reached by both parties substantial changes must be laid down in writing as soon as possible in sufficient time before the change in procedure takes place.

Discharge Regulations: For all segregated ballast tankers, the terminal supervisor will check to ensure that all sea suction and overboard discharge valves associated with cargo are closed and sealed. These valves must be kept closed and sealed throughout discharging operations and opened only in case of emergency under authorisation.

On completion of discharge, terminal request to drain their hoses by MARPOL line into vessel's tanks.

Pumping air or gas into the cargo hoses is strictly prohibited, reciprocation pump (stripping pump) must be used only at final stages of discharge and officer in charge must notify terminal supervisor. Because of the importance of ensuring that all cargo discharge regulations and procedures are fully understood, the letter concerning discharging information contained in the Appendix must be signed by a responsible vessel's officer.

Cargo Tank Pressure: Cargo tanks must be depressurised before arrival at Port of Savona-Vado anchorages and before arriving at the berth.

Age: Owner/operators of all vessels of 15 years of age or more must provide confirmation of the completion of an enhanced special survey as per Regulation 13G in Annex 1 to 1973/78 MARPOL Convention.

Effective from 01st September 2016, the European Anti-Fraud Office (OLAF) will require sea carriers calling at EU ports to file Container Status Messages (CSMs). Vessels experiencing technical communication problems should report the issue via e-mail to the Commission's help-service email: [email protected].
