updated Dec 2015- Porto de Santos Pilot boards24°00.6′S 046°20.2′W
When entering the Santos Fairway area or Santos Port inner area, pilotage is compulsory for all foreign vessels, all Brazilian vessels over 2,000DWT and all vessels carrying dangerous cargo. Pilotage should also be used for shifting berth or for changing anchorage position at the inner anchorage area.
On arrival in the outer roads, or when changing position, vessels must contact Santos Pilot Station service control on VHF Chs 11 or 16 and advise their position and time of anchoring. The pilot must be requested from the Associacao de Practagem de Santos at least 2 hours prior to arrival, by telephone, VHF or any other communication process, sending message to PPS Coastal Station in Santos, stating time of Pilot's embarkation. The Pilots Association maintains permanent watch on VHF Ch 16.

Approach
updated Feb 2021Approach
The approach to the port is through a series of channels with leading lines, named sections A, B, C and D.
Section A: From Ponta Munduba parallel to Ponta da Praia, 4.85nm in length and min width 150m, dredged to 14.8m.
Section B: From Barnabe Island Terminal to Marine Terminal of Santos (Piacaguera Channel) 2nm in length, min width 100m, dredged to depth of 14.8m.
Section C: In front of Marine Terminal of Santos to the N of Section B, dredged to a depth of 13.3m.
Section D: From the Marine Terminal of Santos to Cisipa Terminal (Piacaguera Channel) 2.4nm in length, min width 100m, dredged to a depth of 12.2m. Current draught restrictions in this channel are 9.16m LW and 10.26m HW (basis 1.1m or more tide).
Current information on Recommended Maximum Draught levels can be obtained from the Port Authority. The latest recommended draught level is 13.2m for the approach channel and main channel going up through the port (14.0m draught at Embraport and 15.0m at Tecon Santos Container Terminal), with a draught of 12.7m from Terminal Alamoa area, upwards.
Caution: The harbour and entrance channel are subject to silting and continual dredging is required; depths considerably less than those given above may be found at times, especially in areas N and W of Limoes Point, SE of Praia Point and in Conceicaozinha, Alamoa and Piacaguera turning basins. Deep draught vessels should consult the harbour master before fixing a cargo.
Port limits
The seaward limit of the port of Santos is the latitude of 24°02.07'S.
Anchorages
Vessels are prohibited outside the designated areas or in the dredged channel. In addition, vessels are advised to avoid the submarine cables laid across the Southern approach to Baia de Santos.

The port authority should be consulted as to the number of tugs required by a vessel.
Tugs for Alemoa Terminal contact VHF Ch 06, 10, 13, 14 or 16. For vessels over 60,000DWT or LPG vessels a min of two tugs required.

Reporting before arrival
updated Feb 2021ETA and pre-arrival notices
Vessels should report their ETA at least two hours in advance, including vessel's draught, and request for Pilot.
Communications
Berths at the Alemoa Tanker Terminal belonging to Vopak do not provide any radio communication before berthing. Any information needed from the terminal will need to be addressed by e-mail or telephone. At first contact, Vopak will send vessel's Agency their "Port Information Booklet."
Notice of readiness
Notice of readiness to Petrobras must be issued from the anchorage zone appointed by the pilot, when anchored and ready for cargo operations. The acceptance for operations is done on berth by inspection based upon the ISGOTT check list (from International Safety Guide for Oil Tankers & Terminals).
Vopak, Alemoa Tanker Terminal - The terminal will accept NOR when the last mooring cable has been passed on shore, the gangway safely installed and access granted to terminal staff. If the ship fails the safety inspection, the time accepted for NOR purposes will be the time when the ship solves the listed items.
Documents
Port without paper programme: The Brazilian Federal Ports Bureau's Porto Sem Papel - PSP (Port Without Paper) programme was implemented at Santos Port in 2011. Initially, works alongside the old paper system. Several ports are now using PSP, including Santos. It is planned to introduce this system to 34 public ports of Brazil. See Country Section for additional information.
Health
There is a possibility of the transmission by mosquito carriers of yellow fever and certain types of malaria non-existent in Brazil. Vessels having Santos as the first Brazilian port of call, and having called during the voyage at the ports mentioned below, will be contacted prior to entering the Santos Estuary, in order that an inspection may be carried out at an opportune moment to eliminate such mosquito carriers if they should be found onboard.
The characteristics of the port area of Santos (in the interior of an estuary reached through a narrow channel, where mosquitoes may easily reach land on either side) makes such inspection necessary before the entrance of vessels. An official detailed to carry out this job will therefore accompany the pilot when he boards the vessel at the bar.
Vessels arriving from such ports will no longer be granted free pratique requested by radio. This will be given on the occasion of the regular Sanitary Visit against presentation by the Captain of the document supplied by the official proving that the inspection was carried out. Non-compliance with these regulations will be considered as infraction of the law and subject to legal penalties.
Vessels arriving from the following ports will be subject to the above-mentioned inspection at the bar:
1. Ports of Mexico and the United States situated in the Gulf of Mexico.
2. Ports of the Antilles.
3. Ports of Central America.
4. Ports of Colombia, Venezuela, and the Guianas.
5. Ports of intertropical Africa.
Customs and immigration
Contraband: Brazilian laws are very strict with respect to smuggling and Masters are requested to instruct their crews not to take more than 2 packets of cigarettes and other articles ashore. Cigarettes in cartons, tobacco, alcoholic beverages, narcotics, souvenirs, explosives, firearms, etc should be collected prior to arrival in port and listed with the items in the Crew's Personal Effects List and placed in the custody of the Master.
Immigration: All a vessel's passengers and/or crew members may only enter the national territory after their documents have been inspected by the Federal Police Department, the Revenue Authorities and the Port Health Authorities.
Vessels owners are responsible for the disembarkation and the embarkation of transit passengers as well as crew members who fail to join a vessel before it sails. Such responsibility includes the maintenance and other expenses until repatriation. In the event of non existence of a compulsory deposit as guarantee to cover such expenses, owners will sign, at the Federal Police Department, a form of responsibility inherent to such obligations as therein expressed.
Flags
All vessels, while in Brazilian ports, must fly the Brazilian national flag from 0800hrs to sunset.
