Anchorages
Vessels in quarantine give appropriate information and stay at the quarantine anchorage in position 42°36.00'N 130°49.00'E, after instruction from the port.
Vessels stay at the roads: It is prohibited for loaded tankers as well as tankers with non-gas free tanks to stay in the port waters. They are allowed to stay on preliminary arrangements with permission of the Port State Control Inspection. Vessels longer than 150m and over 10,000GT staying at anchor in port waters must proceed to the sea if the wind is expected to increase to more than 36kts. It is prohibited for vessels with immobilised main engines or faulty anchor gear to stay at the roads. This can be allowed only by the Harbour Master on condition that life saving or towage are provided at the vessel owner's expense. Communications with vessels staying at anchorage is carried out by means of the port fleet craft, which are provided at the vessel's order.
Anchoring in the narrows between Cherkavskogo Island and Cape Nazimova is prohibited.
Restrictions
Vessels of less than 5,000GT can enter and leave the port day and night, if navigational aids are operational and the weather is good. Vessels of more than 5,000GT can enter and leave the port during daylight hours only.
Vessels are prohibited to enter and leave the inner roads at visibility of less than 0.5nm.
One way traffic is established in the passage district between Cape Nazimova and Cherkavskogo Island. Vessels proceeding to leave the port have priority of passage.

The number and capacity of the tugs are determined by the vessel's Master on agreement with the pilot.
Towage of non self propelled barges, lighters etc. in the port waters is allowed at wind speed of not more than 13kts. When sailing through the passage of Cape Naimova and Cherkavskogo Island, towage of more than 2 non-self propelled vessels (barges, lighters etc) is prohibited. The total length of the towed convoy must not exceed 100m.
Towage of vessels in the port waters is in the charge of the towed vessel's Master, if the vessel owner has not appointed another person in charge.
Mooring
Mooring operations of all vessels in the port are carried out at offshore wind speeds not exceeding 23kts and on shore wind speeds of not more than 13kts depending on the vessels actual draught and main engine conditions. Tug assistance is essential for mooring vessels more than 50m long or more than 500GT.
It is prohibited to unload cargoes at neighbouring berths during mooring operations. The Port State Control Inspector must be present at the berth during mooring operations only if the vessel is mooring without a pilot onboard. Line shifting, shifting and turning operations must be carried out with pilot and tug assistance and if necessary with the use of the vessels main engines.
Vessels can moor any side alongside at Berths NN1 and NN2. Vessels can moor any side to Berth NN3, on the decisions of their Masters and pilots as well as that of the Port State Control Inspection; this is dependent upon the availability of a free berthing length equal to 1.5 times the vessels length. Tug assistance is required. Whilst staying at their berths, vessels should have a portable VHF station switched to Ch 12 at their gangways. It is prohibited to operate the main engines or thrusters in a 10m zone between the vessel side and the berth.
