Approach

updated Sep 2015

Approach

The harbour protection is provided by 2 breakwaters, one on the N side and the other on the S.

The Northern breakwater was constructed along 3 stretches, with a total length of 850m. The Southern breakwater is also composed of 3 stretches 1,420m in length. The breakwaters layout does not cause additional difficulties to the entrance to, or departure from the terminal.

The approach channel to the terminal has a course of 065° and is approx 159m in width and 650m in length. The distance is measured from the buoys to the opening between the breakwaters.

The depth varies from a max of 13.5m to a min of 12.0m. The channel is marked by Lightbuoys No 1 and No 2 and breakwater lights. The turning circle is 360m in diameter.

Port markers and lights is comprise: Six buoys located at the entrance to the access channel; two small beacons located at the head of each berthing pier; seven buoys on the edge of the turning basin; a buoy at the end of the berthing area; two alignment lights; two small beacons on the extremities of the berthing piers.

Anchorages

Vessels are required to anchor in a circular area of 0.5nm diameter, situated approx 2nm E of the port entrance. Its centre point is located at 19°50.3'S 040°03'W, with a basically sandy bottom and a depth of 20m.

Anchorage is prohibited in an area near the S side breakwater and near Aracruz's submarine pipeline.

Restrictions

The turning basin is situated inside the protected area provided by the breakwaters. Its diameter is 360m with a depth of 11.8m.

Max draught for manoeuvres where turn is required is determined by the sum of 9.1m plus the height of the tide at the time of the manoeuvre, 1.6m being the max limit, starting the manoeuvre one hour before the occurrence of the high tide.

To manoeuvre without turning, the limits of the draughts vary between 10.1m and 11.9m, where it is necessary to make use of the max value of 1.6m of the tidal variation at HW.

All planned manoeuvres that use tide over 1.0m, must have previous permission from the administration of Portocel.

Tugs

Should be requested from Vitoria, they will take 3-5 hours to arrive at the terminal. Two tugs are required. For vessels with a draught greater than 9.0m, the use of a third tug with azimuth propulsion is necessary.

There are 13 tugs available, with capacities of 1,500-2,800hp.

Documents

Port without paper programme: The Brazilian Federal Ports Bureau's Porto Sem Papel - PSP (Port Without Paper) programme was implemented at Santos Port in 2011. Initially, this will work alongside the old paper system. Several ports are now using PSP, including the sub port of Barra do Riacho. It is planned to introduce this system to 34 public ports of Brazil. See Country Section for additional information

Customs and immigration

Contraband: Brazilian laws are very strict with respect to smuggling and Masters are requested to instruct their crews not to take more than 2 packets of cigarettes and other articles ashore. Cigarettes in cartons, tobacco, alcoholic beverages, narcotics, souvenirs, explosives, firearms, etc should be collected prior to arrival in port and listed with the items in the Crew's Personal Effects List and placed in the custody of the Master.

Immigration: All a vessel's passengers and/or crew members may only enter the national territory after their documents have been inspected by the Federal Police Department, the Revenue Authorities and the Port Health Authorities.

Vessels owners are responsible for the disembarkation and the embarkation of transit passengers as well as crew members who fail to join a vessel before it sails. Such responsibility includes the maintenance and other expenses until repatriation. In the event of non existence of a compulsory deposit as guarantee to cover such expenses, owners will sign, at the Federal Police Department, a form of responsibility inherent to such obligations as therein expressed.

Flags

All vessels, while in Brazilian ports, must fly the Brazilian national flag from 0800hrs to sunset.
