Port limits
CPC-R Terminal: The offshore boundaries of the Marine Terminal's Area of Operational Responsibility (Area 670) are defined by the following co-ordinates.
Traffic schemes and VTS
A continuous listening watch should be maintained on VHF Ch 09 and 16 whilst within the VTS Operation Zone.
An operational completion message (berthing, anchoring, weighing anchor etc) should be sent to the VTS Centre no less than 3-5 minutes in advance.
When malfunctions affecting the safety of navigation occur or contact with the VTS Centre is lost, the vessel should notify the VTS Centre by any available means, leave the leading line, cast anchor or heave aback. To ensure passage it is necessary to notify the VTS Centre of the correction of the malfunctions and request permission for further navigation.
Radar Pilotage: Compulsory for all vessels under conditions of low visibility (2nm and less) or rough sea and weather; for tankers and other vessels carrying dangerous goods or hazardous materials; for vessels whose ship board navigational aids are faulty and for any tow whose length exceeds 65m. Radar Pilotage is affected on VHF Ch 68, reserve VHF Ch 11.
Vessels bound for the CPC-R Terminal must request permission from the CPC-R Port Control to enter Area No 670, 1nm in advance. The request should include vessel's name, callsign, last port of call and destination. Vessels should also report to CPC-R Port Control when leaving the area.
Anchorages
There are 7 anchorage areas, numbered 408, 410, 412, 413, 414, 415 and 416, all of them are chargeable. For information contact Maritime Administration, Fax: +7 861 725 4530, Telex: 279196.
Vessels wishing to anchor in the outer roads should first obtain permission from Novo Traffic Control (VTS). The most convenient places in the outer roads are Area No 415 situated to the N of Doob Point with depths that vary from 12.0-27.0m, the holding ground is mud. In the event of winds blowing from seaward, Masters of all vessels are recommended to leave this area for the open sea. Area No 414, situated 0.8nm westward of the Penai Point with depths from 13.0-27.0m, and Area No 412 situated 0.6nm SE of the port entrance with depths from 20.0-24.0m.
Vessels approaching the port with NE gales "Bora" blowing, or caught by the storm while in the outer or inner roads, or after having received storm warnings should use every opportunity to proceed to sea or lay at anchor in the Yuzhnaya Ozereika Roads (Anchorage Points No 408 and 410), having the main engines ready and keeping constant anchor watch.
The Sheskharis Oil Harbour is limited to Area No 414.
CPC-R Marine Terminal: There is no anchorage area for tankers bound for the terminal's area of responsibility. Tankers should lie adrift approx 10nm offshore.
Prohibited Anchorages: Area No 648; across the entrance to Novorossiysk Bay.
Area No 649; in the vicinity of Sheskharis Oil Terminal.
Area No 670; the safety zone around the CPC-R Marine Terminal.
Restrictions
Max permissible draught in outer roads is 19.0m, in the inner harbour 13.1m.
Vessels are required to have min UKC of 0.3m when alongside in the port and ship repair yard, except berth Nos 40 and 41. Berth Nos 1 and 2 of Stroykomplekt and all berths of Sheskharis Oil Harbour are required to maintain a min UKC of 0.6m.
No restrictions on night entry into the inner roads. Mooring and/or unmooring, both in the Dry Cargo Harbour and the Sheskharis Oil Harbour cannot be effected during S'ly or NE winds over force 7.
Vessels are prohibited to berth at Berths No 4, 9, 14, 17 with S'ly wind exceeding 27kts or when the forecast is unfavourable.
Tankers, when not gas free, are prohibited from entering the inner harbour and from berthing at dry cargo piers.
Vessels are not permitted to use their radar while in the inner harbour or alongside.
Prohibited area: A wreck lies within a radius centred on 44°35.8'N., 037°52.8'E.
Tugs
Compulsory for vessels of 200GT and above for berthing/unberthing and should be ordered 2 hours before commencing operations. Number and power of tugs required to be determined by Master and pilot. Tugs of between 600-5,000hp are available and 2 fire boats with foam equipment. Usually all tugs use vessel's ropes and work with long and short ropes on bollards.
While manoeuvring at the Sheckharis Berths two or more tugs are required regardless of the vessel's size.
CPC-R Marine Terminal: An escort tug will be provided to assist the tanker during an emergency situation.
Mooring
Berthing and unberthing available day and night.
Vessels arriving at Novorossiysk during NE storm wind (Bora) or caught by Bora in the inner or outer roads, along with vessels which have received a storm warning, should be aware that riding to an anchor in Novorossiyskaya Bay is dangerous. Therefore vessels should put to sea or stay anchored in Areas No 53 and 54 opposite Yuzhnaya Ozereyevka village, or in Area No 77, keeping engines at standby and keeping watch over anchor cable. Under such circumstances a vessel is recommended to be in continuous radio contact.
Without permission of "Traffic Control" it is prohibited to launch vessel's life boats or to use them for access to the shore.
For mooring, the vessel must proceed to pilot boarding area in position 44°37.7'N., 037°48.0'E and when the pilot embarks, he will explain his intended manoeuvres, tug signals and other relevant information, including depth of water at the berth, to the Master. With the exception of this, the Master remains responsible for the safe navigation and handling of the vessel.
General berthing information: It is prohibited for vessels to anchor in the Inner Port without special permission from the Harbour Master.
Entering the Inner Port and mooring in the Dry Cargo Harbour is prohibited for non gas free tankers.
Vessels lying at anchor must maintain continuous watch on VHF Ch 16.
For vessels lying at berths in the Dry Cargo Harbour and Sheskharis Oil Harbour, it is not permitted to conduct any onboard drills without the permission of the Harbour Master and the Fire Guard.
In case of an anchor loss or drowning in the port limits, the vessel's Master must immediately inform the Port Control.
A berthed vessel should be secured properly. A constant watch must be kept on mooring lines. Having received a storm warning, Master must take all measures to ensure his vessel has sufficient mooring lines out.
When there is danger of a berthed vessel breaking adrift, the Master must order tugs in advance for holding back the vessel, while laying out additional mooring lines.
Port tugs are not permitted to be used as a constant means to hold vessels at berths in stormy weather. Keeping tugs alongside over 2 hours is considered to be a salvage action.
Vessels with dangerous cargo must keep engines in constant readiness.
The number of crew members onboard the vessel must be sufficient to ensure an instant departure with the help of its own engine and tugs.
The immobilisation of the main engine, steering or anchor gear, or the trimming of berthed vessels is possible with the Harbour Master's written consent. For carrying out these works permission is granted for no more than 3 vessels simultaneously.
Vessels must provide rat guards on mooring ropes.
The Sheskharis Oil Harbour: Berth Nos 1, 2, 3, 5, 6, 8, mooring starboard side alongside, Berth No 7, port side alongside.

About Novorossiysk
updated Feb 2025Where it is
Novorossiysk is situated in the N of Novorossiysk Bay in the NE part of the Black Sea.
The port
The Port of Novorossiysk, a gateway to the Black Sea, stands as one of the largest and most vital ports in the region. Its strategic location along the coast not only enhances its significance in maritime trade but also makes it a bustling hub of economic activity.
This port is divided into two main harbours: the Sheskharis Oil Harbour and the dry cargo port. Each harbour is designed to cater to a diverse range of cargo, ensuring that the port remains a vital player in global supply chains. The Sheskharis Oil Harbour is particularly noteworthy, specialising in the handling of crude oil, while the dry cargo port adeptly manages an array of goods, including grain, sugar, metal, scrap, mineral fertilizers, refrigeration units, containers, and timber.
Adding to its significance, the Yuzhnaya Ozereyevka CPC-R Marine Terminal lies approximately 16km SW of the entrance to Novorossiysk Bay, about 2.6nm offshore. This terminal is equipped with three Single Point Moorings (SPMs), specifically designed for loading crude oil (CPC-Blend) into Very Large Crude Carriers (VLCCs).
Within the confines of the Port of Novorossiysk, a naval terminal operates, enhancing the port's strategic importance.
Traffic
Approx 161,000,000t of cargo, 830,000TEU and 3,600 vessels handled annually.
