Approach
updated Apr 2021Approach
The main harbour is divided into Lower Bay and Upper Bay by The Verrazano Narrows, a passage approx 0.6nm wide. The entrance to Lower Bay is obstructed by an extensive bar, intersected by several channels, the principal of which is Ambrose Channel. From the inshore end of Ambrose Channel, project depth of 13.7m, the main channel leads through Lower Bay and The Narrows into Upper Bay and the mouth of the Hudson River.
West side: From Anchorage channel the Global Marine terminal is entered through the Port Jersey channel, depth 12.49m.
Two channels, Arthur Kill and Kill van Kull which separate Staten Island from the New Jersey mainland, lead N from the W part of Lower Bay and W from Upper Bay, respectively to Newark Bay. The Kill Van Kull channel and Newark Bay channel has a project depth of 13.7m, providing access for 5,000TEU container vessels to the Port Newark and Elizabeth Port Marine Terminals.
Deepening of the Arthur Kill channel to 12.49m from Kill Van Kull channel to Howland Hook (New York Staten island Container GCT Terminal) continues, also a 1nm portion S of Howland Hook to 12.19m.
East side: East River channel, a channel leading from Long Island Sound, enters the NE part of Upper Bay, leads to Brooklyn Marine Terminal and Red Hook container terminal.
Bay Ridge channel off Anchorage channel leads to South Brooklyn Marine terminal.
For the latest controlling depths of the terminal channels the Port Authority should be consulted.
Traffic schemes and VTS
Call: New York Traffic
Temporary Reporting Points: These reporting points may be used in the event of loss of surveillance capability. The VTS will inform users if these temporary Reporting Points are in effect.
Restrictions
Bayonne Bridge: the major project to raise the height of the bridge has been completed. The decked has been elevated by approx 20m, so that larger vessels can pass underneath. The maximum clearance height for ships is now 65.5m, depending on tide height. Vessels should check before transit.
Submarine cables exist in the approaches and entrance to New York Harbour extending from Ambrose Lighthouse SW to the mainland and in the whole area extending from Ambrose Channel N to Long Island and then E, SE and S from that lighthouse. A submarine pipeline exists between the S side of Lower Bay and Long Beach, passing close N of Sandy Hook.
HARBOR DEEPENING PROJECT to 15.24m.
Although most of the project's contracts have been completed, to Port Jersey and Port Newark/Elizabeth, With the exception of two small areas within the southernmost crossing, the controlling depth across the Upper Bay utility crossings is 14.32m (47 feet) MLW.
There are two small areas within the southern crossing that have a controlling depth of 14.0m (45.9 feet) MLW and 14.2m (46.6 feet) MLW respectively, both of which are just west of centre channel. Pilots are aware of these locations and, if necessary AND if conditions permit, the assigned pilot will manoeuvre around them.
Extensive shoaling is located on the inside of the turn at Bergen Point imposing a significant navigational limitation at this critical turn. Buoys have been relocated to mark the shoal. Additionally there is sporadic shoaling within Newark Bay.
Restrictive Guidelines for Port Jersey Channel: Arriving or Departing from Global Terminal, times for these jobs will be set up by pilots through applicable tug dispatch office.

Additional Notes and Restrictions:
