Reporting before arrival

updated Dec 2017

ETA and pre-arrival notices

Vessels are requested to confirm ETA 72, 48, 24, 12 and 4 hours prior to arrival.

The 72 hour signal should include ETA; Last Port of Call; if any sickness onboard; if the vessel has clean bill of health; cargo quantity and grades expected to be lifted in long tons and barrels; arrival draught and displacement. The 12 hour signal should include definite indication as to whether the vessel is ready to load or not and should also include information on the time she will require to discharge ballast after arrival. Precise ETA should be given when the vessel is 4 hours from the terminal.

Unreasonable insufficiency or inaccuracy in ETA messages may alter the order of berthing of ships to the advantage of those ships giving sufficient and accurate ETA messages. Acceptance of Notice of Readiness will also be affected by such insufficiency or inaccuracy.

Communications

Initial communication by radio facilities between ship and Crescent Petroleum Company should be via telex (through vessel's agents or direct from vessel via Inmarsat). Alternatively via Bahrain Radio (callsign "A9M") which operates on a 24 hour basis, and later by VHF Ch 71 to Mubarek Oil Terminal.

Company Mooring Master will have sole control of radio installations during the period a vessel is manoeuvring or moored. No radio transmissions will be permitted onboard ship except by the express permission of the Mooring Master in each case; only the Mooring Master may transmit on VHF Ch 33A and 71 during the period he is onboard. He will have a VHF radio telephone with him.

Mubarek Oil Terminal radio station callsign "Mubarek Terminal" particulars are as follows:

Operated by Crescent Petroleum Company, Sharjah.

Position 25°49'N 055°11'E.

Located on storage vessel "Mubaraka".

VHF: Mubarek Terminal: Ch 16, 17, 33, 71. Tel: +971 6 572 7000. Fax: +971 6 572 6000. Telex: +893 68015 crespt em. Hours of operation throughout 24 hours.

Mubarek Oil Terminal Control Centre keeps continuous watch on Ch 71. A vessel should make contact on Ch 71 when the terminal will request her to switch to an alternate channel. Ch 17 is reserved for communications between ships in moorings and Mubarek Oil Terminal Movements Control Centre, located onboard the storage tanker "Mubaraka". This is a safety measure since oil flow to ships is controlled through Ch 33A and 71, which therefore must be clear at all times in case of a need to stop oil flow for any cause. Ch 16 is for calling and safety use only.

In emergency failure of radio telephone communication, daylight lamp signalling may be used with the Oil Movements Control Centre, located on Mubaraka.

Standard messages

On receipt of first signal from a vessel, terminal will transmit a message to her giving preliminary requirements of terminal. Masters are urged to comply with this in all details in order to facilitate vessel turnaround and government formalities.

Notice of readiness

Notices of readiness: The company will make every effort to load vessels upon arrival or as promptly as berth is available, weather permitting.

Notice of readiness will not be accepted as at time of arrival unless the vessel in all respects is ready to load. Arrival time will be considered the time the company Mooring Master boards the vessel or alternatively anchors within the approved anchorage area, whichever occurs first.

Documents

Clearance from the last port of call will be required by the government authorities. The police will require 4 copies of a Crew List and a Passenger Manifest if any passengers are onboard.

Cargo documentation: Early Departure Procedure (EDP) is in operation.

Health

The vessel should have a clean bill of health or equivalent document from the Last Port of Call. From time to time Cholera Vaccination Certificates may be required and it is, therefore, prudent that all crew members are in possession of valid certificates.

Customs and immigration

There are no Customs or Immigration Officials in attendance.
