Approach
updated Sep 2024Approach
From the entrance to Manila Bay approach should be made directly to the Limay pilot boarding place.
Fairways to the various piers are identifiable by the PPA authorised pilots.
Approach to the berths at the Petron Bataan Refinery and Planters Products Inc pier, is somewhat obstructed by the buoy mooring complex (SBM and CBM of PBR) to seaward.
Petron Bataan Refinery: From the Limay pilot boarding place the track leads NNW, passing (with positions from Lamao Point (14°31.0'N 120°38.0'E):
ENE of Lokanin Point (2nm S). Then clear of 2 dangerous wrecks (0.9nm ESE and 1nm E).
Then to the SBM (1.5nm ENE); then buoy mooring complex (1.5nm NNE); a berth alongside the jetty, or a small basin on the S side of the root of the jetty (1.5nm N).
Passage is prohibited between the CBM and the Refinery jetty.
Port limits
The port limits of PBR and PPI private ports are specified in their Certificates of Registration with PPA but do not have physical markers seaward. PBR has compiled and circulated its own guide to port entry.
Traffic schemes and VTS
All merchant vessels entering Manila Bay are requested to signal their official number or name of vessel and its designated radio callsign to the signal station on Corregidor Island. Traffic schemes on the fairways and channels to the various piers, have been identified by the pilots.
Anchorages
Anchorage is prohibited in the vicinity of the tanker berths. Position of anchorage areas has been designated but not yet officially declared.
There is an official anchorage area, radius 1nm at Dyason Haven, located 3nm off Limay with depths of more than 20.0m. Vessels should report their arrival and departure to the Coastguard station at Lamao.
Tugs
Tugs up to 3,500hp are available from Manila; small tugs are available locally to assist with berthing. PBR operates 1 tug in its area.
Mooring
Before arrival in port the vessel's agent should file a berthing application/permit with PPA. The harbour pilot assigned boards the vessel at the designated pilot boarding station before the vessel proceeds to its berth. When berthing at the CBM and SBM berths of PBR and at the PPI pier, mooring teams are contracted.
Agents are advised to engage the services of PPA authorised operators only. PPA requires berthing permits for foreign vessels docking at private piers.
