Approach

updated Jun 2021

Approach

Hualien is approached and entered from the S. Both the harbour and the entrance channel are protected from the E by a long breakwater running SSW almost parallel with the coast. There are several above and below water rocks close W of the fairway in the harbour approach. There are leading lights bearing 023.5° into the entrance of the port, which should be in line at 0.5nm SW of E breakwater in good weather and 0.75nm when NE monsoon is strong.

The Outer Harbour has depths of 14.0-16.5m and the Inner harbour depths of 6.5m-10.5m.

The navigational channel for vessels entering and departing the port is the water area where the centre line passes through the 2 leading lights in the port, min depth 16.0m, max draught 14.5m. No vessel is allowed to anchor in this area.

Anchorages

The water area of the Hualien Port Anchorage is limited so all vessels should report anchor position to Signal Station so the Duty Officer may control position of each vessel in order to keep a safe distance between vessels. During the NE monsoon from October to March the wind is from the NNE up to force 6, causing vessels to drag easily therefore ships should keep a check on anchor position and engines on standby under these conditions.

While the vessel is at anchor, sea conditions should be monitored. Anchorages A3 and A4 and the nearby water area are not completely sheltered by the breakwater and part of their depth exceeds 50m, anchored vessels should be especially careful in this area. If the conditions become bad, a vessel can slowly shift to the open sea without affecting the navigating safely of other vessels.

Prohibited anchorage: Anchorage is prohibited within 0.1nm of the leading line between the outer anchorage and the harbour entrance. Vessels should not anchor or trawl in the vicinity of the pipeline extending generally E from Mci-lun Pi (24°00.6'N 121°38.3'E).

Restrictions

All vessels must obtain permission to enter/leave /shift berth from Hualien Port Signal Station Navigation Control Division on VHF Ch 14 before manoeuvring. The port is closed to all ships at 2359hrs until 0500hrs. Large ships are not allowed to enter after sunset. Only one vessel permitted to enter/leave at a time, no passing, departing vessel should be safely clear before entering ship approaches the harbour entrance. Vessels of more than LOA160m, or draught more than 9.1m shall be restricted to berth in the Inner Harbour. Vessels should be prepared to depart from the port to escape a typhoon at any time.

Tugs

Four tugs available 34-41t bollard pull, 3 x 3,200hp and 1 x 2,400hp. Normally used in harbour, ship's lines should be used.

Mooring

Mooring gangs and mooring vehicle available throughout 24 hours.
