PORT GUIDE · FOR OFFICERS, MASTERS AND SHORE TEAMS
Hamriyah Free Zone Port
Pilot
updated May 2010Pilotage is compulsory from the seaward entrance of the dredged channel. The pilot boarding position is approx 1nm NW of Fairway Buoy in position 25°32.9'N 055°25.1'E or as agreed by VHF.
The pilot will be provided by the Port Authority and vessels will not be allowed to approach or depart from the port without the operator designated pilot being onboard. The pilot will advise vessel personnel on the approach through the channel to the jetty and all operations of mooring and unmooring.
All manoeuvring of vessels within the loading berth area shall be performed by vessel personnel as directed by such vessel's Master in accordance with the procedure advised by the pilot and subject to the understanding that in all cases and circumstances the Master of the vessel being manoeuvred shall remain solely responsible on behalf of the vessel and vessel's owners for the safety and proper manoeuvring of the vessel.
The vessel's Master must be on the bridge at all times while the vessel is manoeuvring.
Vessels shall provide food for the pilot and terminal supervisor, (who may or may not remain onboard), while onboard the vessel and shall accommodate the pilot and terminal supervisor in a suitable accommodation equipped with private toilet facilities. The pilot and terminal supervisor shall have access to the bridge and/or central area of the vessel and such areas shall not be locked or otherwise arranged to prevent immediate entry at any time by the pilot and terminal supervisor.
The services of the pilot are provided upon the expressed understanding and condition that when any pilot furnished or designated by the operator goes onboard a vessel for the purposes of assisting the vessel, he becomes, for such purpose, the servant of the owners of the vessel. Neither the operator nor the pilot's employer shall be liable for any damage, loss or injury, of any kind or nature whatsoever, which may result from the advice or assistance given or made by such pilot or from his acts, even if such advice, assistance or acts are given, made or performed negligently.
Vessels are required to have a clean and efficient pilot ladder fitted with spreaders and man ropes, safely and securely rigged, ready for the pilot to immediately embark and disembark on the side of the vessel and of sufficient length to reach the pilot's launch.
A lifebuoy with safety line and self igniting light together with a rope messenger for the pilot's bag shall also be available at the pilot ladder head.
Vessels shall afford a good weather lee and shall reduce speed as directed by the pilot in order to effect the safe embarkation or disembarkation of the pilot.
Whenever, as in the case of large vessels in light condition, the height of the deck above the water exceeds 9.1m, the accommodation ladder shall also be used in conjunction with the pilot ladder and shall be lowered to approx 3.6m above the water with the pilot ladder rigged immediately adjacent to the bottom platform of the accommodation ladder. The rigging of the pilot ladder for the embarkation and disembarkation of the pilot shall be supervised by a responsible vessel officer and shall be effected so that the ladder is well clear of any overboard discharge and so that each step of the ladder rests securely against the vessel's side.
If, in the sole opinion of the pilot, the pilot ladder is not safe, the pilot may refuse to board the vessel and any delay caused by such refusal shall be for the vessel's account.
Pilot/vessel contact will be maintained on VHF Ch 16 or other frequency as mutually agreed by operator's marine representative and vessel's Master.

The channel length is 2nm, the width is 180m in the seaward channel, 250m in the intermediate channel, and 180m in the near harbour channel.
The channel depth has been dredged to 15.0m and within the harbour to 14.0m and 16.0m alongside Berths No 3 & 4 providing a turning basin diameter of 600m.
Beacons and buoys are placed at the boundary of the channel.
Anchorages
Hamriyah anchorage "A". The customary anchorage area for vessels awaiting loading at the Hamriyah Free Zone Port is a circle 1nm in diameter with its centre in an approx position of 25°33.20'N 055°20.47'E.
Anchorage "B" positioned at approx 25°31.60'N 055°22.83'E for general cargo vessels.
There is an existing SBM located at approx 25°34'N 055°24'E (Sharjah Offshore Terminal). Anchorage within 2nm of the SBM or submarine pipeline is prohibited.
The SBM is fitted with a flashing light and Racon.
This existing SBM may be used as a reference to the LPG Terminal anchorage which is 3nm WSW of the LPG entrance channel.
When within VHF communication range, Masters of vessels should ascertain berthing prospects from the terminal. In all cases where tankers are instructed to anchor, Masters should obtain clearance for their intended anchorage position from the operator.
While at the anchorage awaiting the loading berth, vessels should maintain a listening watch on VHF Ch 16 and 71 or as directed by the Port Authority and/or the Terminal Operator.
Restrictions
No berthing may be undertaken by oil tankers during hours of darkness. Masters are cautioned that a 30in submarine pipeline runs 7.6nm from the Hamriyah Oil Terminal to the offshore SBM facility.
During loading it is prohibited for any craft to come alongside vessels while at the Jetty.
Tugs
1 x 3500 HP Tug on station, other tugs are repositioned from Port Khalid.
Mooring
For safety reasons, vessels will be moored with their portside only to the jetty. They should remain adequately secured in their moorings.
Ranging of the vessel is to be prevented by the vessel's personnel by keeping all mooring lines taut. Attention is to be given by vessel personnel to the movement caused by wind, currents, tides and the cargo operation in progress. Adequate mooring of the vessel is the Master's responsibility and the vessel and its owner shall be responsible for all damage to the loading berth and related facilities in any way attributable to the failure of the vessel's personnel to keep all mooring lines taut.
The operator may suspend cargo operations and have the vessel put off the berth for any failure to comply with this provision with all resulting delay to be for the account of the vessel. Vessel's personnel should be at their duty stations and alert at all times during mooring, unmooring, hose handling and cargo operations.
Ships fitted with automatic tension winches should not use such winches in the automatic mode as they may not always hold the vessel in position at the berth.
The vessel's Master will be informed of the approx gravity and loading temperature of the LPG prior to commencement of loading. An official and final figure for specific gravity will be provided as soon as practical after completion of loading.
General berthing information: It is strictly against the law to pollute the waters of the United Arab Emirates and any Master, his vessel and Owners, shall be subject to prosecution by the United Arab Emirates authorities if such pollution does occur.
