Masters should anchor in the official roadstead, otherwise the Harbour Master will charge pilotage for shifting the vessel to a safer place in the roadstead.

In the event that the LOA exceeds 200m, the use of 2 pilots will be mandatory. Foreign flag naval vessels must use pilots for all manoeuvres in the port. The communication of the pilotage service will be in English or Spanish, whilst using the standardised phrases established by the Maritime Organization (IMO).

Pilot will transfer the vessel from the anchorage area to the terminal dock, the service will advise the captain on mooring and the manoeuvrability of entry and exit from the port. Pilots are not needed when the vessel moves on the same dock, as long as it does not use tugs or machines.

If the vessel's propulsion and steering is not to a good standard and condition, the pilot will refrain from providing the piloting service and will communicate to the Port Terminal and competent authorities.

In the event of adverse weather conditions, the pilots will determine the numbers of tugs and other manoeuvring elements required to carry out the service. If the vessel does not have the required elements, then the vessel must communicate this to the APN, Port Captaincy and Port Terminal.
