Pilot boards in vicinity of 07°45.0'S 012°09.0'E, bringing onboard an electronic berthing aid, for which the export tanker must arrange a power supply.

Tides

Maximum tidal range 2m.

Tidal rips: May occur in vicinity of the terminal on an irregular basis, whereby strong sudden changes in surface currents occur which can have a severe affect on the terminal and export tanker and stern tugs, causing rapid change of direction in heading of all vessels. The approach of these rips is very difficult to detect and if one should affect the area all cargo operations should cease until the Mooring Master is satisfied that the situation is under control.

Currents: There are some seasonal variations, which are locally important, but the main features are readily recognisable in all seasons. The remnants of the Benguela Current generally set NW in the area and can reach speeds up to 2kts, but it is more likely to average less than 1.0kt.

Wind and Visibility: The SE trade winds, which blow from between ESE and SSE, are the predominant winds over most of the area.

Sudden thunderous squalls also develop in the area and are usually preceded by a dense cloud bank. During such squalls frequent gusts in excess of 50kts may be experienced.

Reduced visibility may occur occasionally, predominantly overnight and through early morning. It may on occasion last all day. In extreme cases visibility may be less than 200m.

Approach

Anchorages

There is a Tanker Waiting Area only, with a radius of 4.3 nautical miles, is centred in position 7°43'S, 12°09'E.

Restrictions

Berthing takes place between 0600 and 1500hrs only. Unberthing takes place throughout 24 hours.

There are two restricted areas of radius 4.3nm centred on the FPSO and CALM buoy. Further mooring exclusion and safety zones of radius 500m are established around the CALM buoy and FPSO.

Tugs

Support vessels are a terminal tug, workboat and mooring assist boat, available to assist in berthing and during loading operations. The tug will normally be connected to the export tanker prior to commencing the final approach to the berth and will remain connected to the export tankers stern throughout the export operation.

Mooring

Export tankers moor to either the CALM buoy or in tandem with the FPSO. Cargo transfer uses floating hoses.

About FPSO 'Dalia'

updated Sep 2026

Where it is

Dalia Terminal lies in Block 17, just to the E of the Girassol field, 210km NW of Luanda, off the coast of Angola.

The port

The Deep Offshore Block 17 field is made up of 4 zones, Girassol, Dalia, Pazflor and CLOV. The 300m FPSO handles fairly heavy, semi-sweet, acidic crude and methanol. The loading of crude is via nearby SPM using 2 x 16in hoses or in tandem with FPSO Dalia for loading methanol (1 x 6in hose) or as a back up crude loading system. It can treat 240,000bbls of oil daily and has storage capacity for 2,000,000bbls.
