PORT GUIDE · FOR OFFICERS, MASTERS AND SHORE TEAMS
Fateh Terminal
Pilot
updated May 2010Pilotage is compulsory for vessels visiting the terminal. Mooring Masters will board incoming tankers at either the anchorage or other agreed location. The Mooring Master will advise the ship's Master on approaches to the SPM, mooring and unmooring, connecting and disconnecting hoses, and all other operations within the Terminal area including all manoeuvring of the vessel. The Master, or one of his qualified deck officers must be on the bridge at all times while the vessel is being manoeuvred.
Vessels due for berthing shall have an accommodation ladder rigged on the port side, such that the lower platform is 5.0m above the water level. Upon approach of the pilot launch/tug the vessel will provide a good lee on the port side. Vessels shall also have the port derrick rigged and manned ready for use.
Boarding by helicopter: When, due to the weather conditions, boarding of the Mooring Master and his assistant is not possible by boat, helicopter embarkation may be used to vessels suitably equipped. Masters should inform the terminal in their initial message if helicopter landing facilities exist on the vessel.

updated Apr 2025Approach
Min depth in approach to terminal is 36.5m.
Traffic schemes and VTS
No traffic scheme in operation.
Anchorages
Due to the number and complexity of underwater pipe lines and power cables, anchoring of vessels within the terminal limit is strictly prohibited. An area designated for anchorage of vessels waiting to load at Fateh Terminal is to the E of the terminal limits and is a circle of 1nm radius centred on position 25°36'N 054°31'E. Mooring Masters will normally board tankers in this anchorage area, or as arranged after radio contact with the terminal.
Restrictions
Vessels must be between 50,000-300,000DWT, although vessels up to 350,000DWT are accepted between May-Oct at the discretion of the Marine Superintendent or his Designate. Tankers loading at Fateh must remain seaworthy and manoeuvrable throughout their stay in the port. To meet this requirement propellers must remain fully immersed, and the stern trim must not exceed 1.5% of tankers LOA, tankers not able to comply will not be accepted.
Tugs
Not available, although a standby tug may provide berthing assistance.
Mooring
Approach to the SPM's necessarily involves passing, in close proximity to platforms and other structures. It is therefore imperative that all measures are taken to ensure that there is no loss of power or steering during these manoeuvres.

Reporting before arrival
updated Oct 2019ETA and pre-arrival notices
When a tanker bound for Fateh Terminal is within 72 hours of arrival, the Master should notify Dubai Petroleum Co with the following information.
The name of tanker and ETA should also be advised 24 and 12 hours prior to arrival. When within 52nm of terminal, communication should be established on VHF Ch 16.
Communications
The terminal can be contacted as follows:
1. VHF: Ch 12 and 16
2. Telephone: +971-4-343222
3. Facsimile: +971-4-3012200
4. Telex: 893-45423 DPC EM ; 893-45557 DPC EM
Notice of readiness
Upon arrival at Fateh Terminal, and when the vessel is ready in all respects to commence loading, the Master should tender the Notice of Readiness. The Mooring Master is empowered to accept such notice on behalf of Dubai Petroleum Company, and this will normally be accepted at the time the vessel anchors or, in cases where the vessel is to berth immediately upon arrival, at the time the Mooring Master boards. However, Notice of Readiness will not be accepted during periods when the port is closed on account of adverse weather, or when a vessel arrives prior to the date upon which it is nominated to load.
Documents
Cargo documentation: Vessels may request Early Departure Procedures at Fateh Field. However, it is normal terminal practice to have the cargo documentation formalities completed in time for the Master's copies of the cargo documents to be delivered onboard prior to the vessel sailing.
Immediately upon completion of loading, the official Bill of Lading quantity will be relayed to the Mooring Master by radio. In the event of a dispute, the vessel will be requested to recheck the measurement and calculations of the quantity, but the Mooring Master will not witness such measurement and calculations. After both ship and shore figures have been verified, should an appreciable difference still exist, receipt of a Letter of Protest will be acknowledged by the Mooring Master.
Written clearance to depart Fateh Terminal is not issued, but verbal clearance will be given by the Mooring Master when all documents are aboard, and the vessel is ready in all respects to proceed from the terminal.
Health
Vessel to be in possession of a valid Ship Sanitation Control Certificate and other disinfestation measures as appropriate. Should the vessel be infested with rats, vermin, cockroaches or other insects which could be a threat to the health or well being of terminal personnel then the vessel will not be accepted.
Notices and regulations
Stabilised Dubai Crude contains hydrogen sulphide gas. This quickly deadens the sense of smell so that a dangerous concentration cannot be detected by odour. During loading, gas should be vented from as high a level above the deck as possible. Personnel ullaging or sampling tanks should keep to windward, and avoid breathing fumes as far as possible.
Resuscitators, breathing apparatus and life line should be readily available.
Alcoholic Drinks: Masters are advised that offering alcohol to UAE citizens is strictly forbidden, and are warned of the serious consequences of offering such drinks to the terminal staff who may board the vessel.
