Approach
updated Jan 2017Approach
Owing to the narrowness of Proliv Preven, the E and principal entrance from N to the inner roads, and to the tidal streams which may reach a rate of 2kts in that channel, a deep draught vessel approaching from N is advised not to attempt that entrance, but to proceed W and S of Ostrov Dikson and enter through Proliv Vega.
Port limits
The port limits are bounded by the following co-ordinates:
73°25.0'N 080°07.0'E
73°25.0'N 080°35.0'E
73°33.5'N 080°07.0'E

Anchorages
Inner roads: The part of the inner roads to the E of the main pier line to the W end of the Sever Island is used for hydrographic, fishing and other small vessels.
To the W of meridian of the Western end of Konus Island, at a distance of 0.15nm from it, are anchorages for non self-propelled vessels and their tugs.
To the S of parallel of Sever Island and the right side of the range Vega, at a distance of 0.2nm from the leading line, are anchorages for cargo and expedition vessels.
Between Vega leading line and the line of small vessels anchorage place to the main pier at a distance of 0.3nm from its Southern end are anchorages for icebreakers and vessels drawing more than 8.0m.
It is prohibited to anchor between Konus and Sakhalin Islands as well as in Preven and Lena Straits. Congestion in the port and inner roads may require changes to these anchorages with the permission of the Harbour Master. Vessels with Class 1, dangerous and hazardous cargoes enter the inner roads on arrangement with the Port Security Service. Their anchorage place is in the Northern and the Southern outer roads of the port.
Restrictions
Sailing in the port harbour must be effected at a speed to provide for steerability and manoeuvrability at all times. Any movements of vessels in the port is on the Harbour Master's permission except, in emergency situation which would endanger other vessels and/or the port constructions. Throughout the autumn/winter period icebreaker operations are the responsibility of The Headquarters of Sea Operation by arrangement with the Port Administration. During ice formation sailing of vessels to the S of the main pier to the Vega Strait is prohibited. Entry into and out of the port is effected through the Preven Strait only. The port is closed from gales and can be used as shelter from stormy weather.
Tugs
Tug assistance is available.
Mooring
Mooring, unmooring and shifting vessels is allowed at wind speed up to 17kts. At wind speeds exceeding this, operations are carried out with the Harbour Master's permission only.
Mooring is allowed with the Port Duty Officer's permission and crews are provided at any time of the day.
Berthing alongside another vessel is prohibited. During calm weather this can be allowed, with the Harbour Master's permission, if the vessel moored alongside has a smaller tonnage than the vessel at the berth.
Vessels at berths are not allowed to work their propeller nearer than 10m from the berth. Vessel's Masters must take into account hydro meteorological conditions at the moment of mooring, especially to Berth 2 (the inner part of the main pier) and decide which side to moor. Approach to the berths is safe when the angle of approach does not exceed 15°, the stream direction at flood tide is always 180°, at ebb tide it is 000° along the berth. Turning vessels is only allowed at Berth 1. At all other berths it is prohibited.
Mooring loaded vessels of Class1 and 2 and tankers with non gas free tanks while there are vessels in the port, or they are being moored alongside is allowed in exceptional circumstances with the permission of the Port Security Service.

Reporting before arrival
updated Aug 2010ETA and pre-arrival notices
Masters of vessels proceeding to the port must inform the Harbour Master of ETA, draught and the strait they will be entering the port by, no later than 6 hours in advance. Vessels can enter and leave the port throughout 24 hours, and permission is obtained on VHF Ch 16, ''Korabl'', callsign ''Port'', from the Duty Officer. If one of the straits is closed for navigation, the vessel's Master will be informed via radio, by the Headquarters of Sea Operations, or by the Duty Officer. Vessels calling into the port for non cargo operations give ETA and other valid information 24 hours in advance.
Communications
Vessels staying in the port are prohibited to use their radio stations. Communications are maintained on VHF ''Korabl'' Ch 16. In special circumstances Dikson Radio Meteorological Centre Duty Officer can allow long distance communications.
Documents
The Harbour Master effects clearing in and out on shore between 0900 to 1800hrs. Therefore vessels leaving at night must clear out in advance. To clear in vessel's Master must produce 3 copies of the Crew and Passenger List together with the Master's Arrival Declaration. One of the Crew Lists is given to the Coastguard after which the vessel's Master clears the vessel in. If bad weather prevents immediate clearing in, the process will be delayed until weather conditions improve. Vessels getting ready to sail must inform the Harbour Master 12 hours in advance and present him with the Declaration of the right to leave, 3 copies of the Crew/Passenger List, the vessel's documents and the Officer's Licence. One copy of the Crew Passenger List is given to the Coastguard. If there has been no change in the Crew List during the vessel's stay the Clearing In List can be used. Clearing out is carried out by the Harbour Master who will come aboard, should it be necessary, to check the vessel's readiness.
Health
The Port Sanitary-Epidemic Station is located at Dikson Hospital, Tel: 4472, 4254. Vessels visiting the port will be inspected by doctors and be granted free patique. If immediate assistance is required for a passenger or crew, the vessel's Master must address the Sanitary-Epidemic Station or the hospital. If any infectious diseases or animal loss are discovered during the voyage, the vessel's Master must inform the Sanitary Epidemic Station and the Harbour Master not later than 6 hours before the vessel's arrival at the port.
Notices and regulations
Vessels with a draught of 11.0m arrive and depart the port from the N by the Preven Strait and vessels with a draught of 10.0m depart from the S via the Vega Strait. As these straits are narrow, traffic is one way, therefore divergence and overtaking are strictly prohibited. When approaching the port all vessels must give one prolonged approach blast and reduce speed to 3kts. Where a vessel's minimal speed exceeds 3kts, it must keep a speed allowing it to be steerable.
