Vessel approaching the port or waiting at anchor in the outer roadstead can request a pilot via VTS Ch12. The shipmaster's request for pilotage means his agreement to accept pilotage and VTS service. During the pilotage of vessels the traffic control is carried out by a VTS operator.

The shipmaster or his agent orders a pilot and tugboat after outward formalities in the State Port Control Inspection (SPCI) office are performed via Pilot Service Operator (VHF Ch 12) 30 minutes before the vessel is completely ready to mooring operations.

For ships entering Sukhoy Liman from the sea, the pilots embarkation place is located at the corresponding Buoy, 103° and 1.86 miles from Ilyichevskiy lighthouse.

In case of unfavourable weather condition, the place to take pilots on board or to disembark them can be changed in consultation with the Harbour Master and the pilot. During winter navigation period a pilot can be brought on board the ship and disembarked by sea tugboat fro the accouter of a ship's owner.

To have the right of unassisted navigation in port waters, shipmaster, captain's mates, navigators of allied trades sailing auxiliary vessels and passengers boats of PTF must present the Harbour Master protocol containing results of annual tests (knowledge of Mandatory Regulations, technical data of the own vessel, etc). If the Mandatory Regulations are violated, a navigator is debarred sailing his ship aid less in port waters. Captains permitted by the Harbour Master to navigate with no pilot on board, must take one in special cases determined by the Shift Supervisor of SPCI.
