Pilotage is compulsory, 48 and 24 hour notice is required. Pilots board in position 10°58'54''S., 36°59'25''W

When approaching the buoys at the entrance to the channel vessels should indicate their draught by the International Code of Signals and, if ordered by the signal station, wait for a greater depth on the bar They should anchor or heave-to in the vicinity of the outer lightbuoy.

Weather permitting, pilots board in the vicinity of the buoys at the entrance to the channel, in bad weather which is more usual, vessels are directed across the bay by signals, made by the pilot from his boat within the bar and repeated by the signal station, located approx 0.7nm S of Aracaju light.

For Carmopolis pilotage is compulsory however no pilots are stationed in Carmopolis. Therefore all manoeuvres will be undertaken by the vessel's master with the help of a Carmopolis mooring master, who will board at the anchorage area and will advise on all operations. By daylight, the Mooring Master boards the vessel 1.0nm SE of the terminal sea buoys. When arriving at night, masters are advised to use the recommended anchorage positions. Vessels are requested to have a pilot ladder long enough to reach the terminal launch, rigged in combination with the accommodation ladder in order that shore personnel may be transferred to it. The vessel's master must notify the mooring master of any defects or fault that may affect the handling of the vessel.

Approach

updated Jan 2024

Approach

The mouth of the river Sergipe has a width of 0.75nm between its entrance points, it is obstructed by sandbanks and as a result it leaves a narrow channel on the S side. This channel must be entered with local knowledge due to the fact that it varies in width.

The length of the approach channel is 2,400m.

Propria Lightbuoy, which indicates the approach to the channel over the bar, is moored approx 3nm SE of Pontal de Propria, the bar is 4.0m in depth.

The channel over the bar and up river to the port is marked by lightbuoys and buoys in accordance with the IALA Maritime Buoyage System (Region "B").

The pilots occasionally supplement the buoyage at the bar with floating beacons.

Port limits

Port limits for Carmopolis 11º 02' 43.096" S., 37º 01' 00,211' W.

Traffic schemes and VTS

There are no traffic schemes however sea traffic is managed by the Port Authority of Aracaju.

Anchorages

In calm weather, vessels may anchor NE of the bar, in depths of 7 to 12m with depths of fine sand and mud. Within the river there is a sheltered anchorage of depths of 10 to 12m. Ships should not anchor S of the channel

across the bar due to submarine oil pipelines.

Anchorage is also prohibited in an area 2.25nm N of Pontal de Propria, owing to the presence of a submarine cable.

For Carmopolis two anchorage areas are available (DHN-1001) for oil tankers in depth of 25m. Manoeuvring captain may board a vessel underway near anchorage. The aforementioned anchorages provide immediate access to the CBM. However, it is recommended that vessels should stay at anchor for no longer than 24 hours with the anchor in the same place, as it may then become difficult to heave out. Anchors must be ready for instant use. There are submarine pipelines between the berth and shore, from offshore platforms. Therefore vessels must not, under any circumstances, drop anchor between the berth and the shore.

Restrictions

For Carmopolis, vessels must take heed of the oil production platform and submarine pipelines. Navigation within 500m of the platforms is not permitted. In the event that winds exceed 35kts then mooring, unmooring and maintenance will be limited. Waves exceeding 2m will also limit mooring. During winter months vessels up to a max 65,000DWT may berth at the terminal due to adverse weather conditions.

Vessels are not to use steel wiresteel wires in the mooring of ships to the frame. As a result vessels must provide 6 pairs of 440m floating cables, with the following specifications (as outlined by Petrobras): Braided naval cable 08 legs of prolipopylene or similar, DN 80.0 mm (circular approximately 11”), blade 220 m long, breaking load 58,200 Kgf. There is a possibility of combining steel wiresteel wires with synthetic fiber cables, provided that the first half (220 meters) to be launched is synthetic fibre. Note that, for the safety of the manoeuvre, there is a need for a total of 24 mooring cables of 220 meters (6 pairs of 440m).

Tugs

For Carmopolis, there are two contracted tug vessels to assist with berthing, unberthing and emergencies.

Mooring

The Manoeuvre Captain is in charge of the manoeuvres of mooring and unmooring of vessels.

Mooring: Depending on the wind direction when berthing there are three alternative mooring arrangements to the buoys and two approach directions, NE and SW.

The anchors are placed so that the angle between them is approx 90°. It is necessary to place the anchors so that a straight line joining them would be perpendicular to the direction of the prevailing wind. The first anchor dropped is the upstream anchor, then the vessel veers to the lee chain and heaves in on the riding midway between both anchors with the desired scope of chain to each. Following this, the letting of the first lines may be given to the crew launch which will fasten the lines to the windward mooring buoys, according to the mooring master's instructions.

Voice/data communication via mobile phone is readily available. It is worth noting that if communication fails for any reason then cargo operations will be halted immediately.

Documents

The agent will also take steps to ensure issue of Disembarkation Cards.

When relatives of crew members are travelling onboard vessel, their passport must be submitted to the agent 24 hours prior to clearance, to ensure embarkation visas and passenger lists are in order with the Federal Police.

Customs and immigration

Contraband: Brazilian laws are very strict with respect to smuggling and masters are requested to instruct their crews not to take more than 2 packets of cigarettes and other articles ashore. Cigarettes in cartons, tobacco, alcoholic beverages, narcotics, souvenirs, explosives, firearms, etc should be collected prior to arrival in port and listed with the items in the Crew's Personal Effects List and placed in the custody of the master.

Immigration: All a vessel's passengers and/or crew members may only enter the national territory after their documents have been inspected by the federal police department, the revenue authorities and the port health authorities.

Vessels owners are responsible for the disembarkation and the embarkation of transit passengers as well as crew members who fail to join a vessel before it sails. Such responsibility includes the maintenance and other expenses until repatriation. In the event of non existence of a compulsory deposit as guarantee to cover such expenses, owners will sign, at the federal police department, a form of responsibility inherent to such obligations as therein expressed.

Flags

All vessels, while in Brazilian ports, must fly the Brazilian national flag from 0800hrs to sunset. The 'Q' flag should be hoisted upon approaching TECARMO, flown at topmast and lowered when pratique has been granted, Throughout their stay, tankers shall keep the 'B' flag topmast during the day and a red light at night.
