Notices and regulations
Guidelines for loading grain:
As from October 2000, AMSA has changed their policy on the checking of stability calculations. The result being that all grain vessels will be submitted stability forms direct to AMSA who will conduct the desktop audit and if satisfied the vessel complies, will fax the Albany Port Authority and the agent. Should they feel that the vessel does not comply, they will make arrangements to attend the vessel.
To safeguard the Albany Port Authority sections 103, 104, 111 by the Port Authority Act 1999, all vessels are not allowed to commence loading until a fax from AMSA confirms that the vessel complies with all regulations. During the loading if the Master or stevedore wished to change the approved plan, AMSA must be informed and again confirmed by fax that this variation complies with the regulations.
Should the Harbour Master become aware that cargo has not been loaded according to the approved plan, the vessel will be detained until AMSA has checked the situation and advised the Harbour Master by fax.
At sailing, the Master must supply the pilot with a copy of the approved stability and loading plan.
